Recovery Resources

William Anthony, Director of the Boston Center for Psychiatric Rehabilitation (1993) identifies recovery as "a deeply personal, unique process of changing one’s attitudes, values, feelings, goals, skills and/or roles. It is a way of living a satisfying, hopeful, and contributing life even with limitations caused by the illness. Recovery involves the development of new meaning and purpose in one’s life as one grows beyond the catastrophic effects of mental illness."

The Substance Abuse and Mental Health Services Administration (SAMHSA) released a consensus statement on February 16, 2006 outlining principles necessary to achieve mental health recovery. The statement, which includes 10 fundamental components of recovery, was developed by a panel of experts representing mental health consumers, families, providers, advocates, researchers, managed care organizations, state and local public officials and others.

More Information

Recovery-Oriented Systems Indicator (ROSI) Online Survey

The ROSI survey looks at what helps mental health recovery and what hinders it. To provide the best possible mental health services, we want to know what things helped or hurt your progress during the past six (6) months. The survey is anonymous. We will not ask for any information that would identify you. These survey questions are about your experience with services from a Community Services Board (CSB) or other mental health provider in Virginia. It takes about 15 - 20 minutes to complete.

The ROSI Provider Online Survey

The ROSI provider survey complements the ROSI consumer survey by profiling community conditions that may help or hinder mental health recovery. “Community” in this context means the CSB or BHA service area. Please answer yes/no questions to reflect your current activities and report all other questions to reflect the most recently completed fiscal year (i.e., the “report period”). Your responses will help to provide a context in which to better understand the results of ROSI consumer surveys from your community. Please refer any questions to Michael Shank, Director, Community Support Services, DBHDS, PO Box 1797, Richmond, Virginia, 23218 or by email to
