Office Of Planning & Development
The Department's Office of Planning and Development establishes the mechanisms for, leads, directs, and oversees the process by which the Department performs strategic and long-term comprehensive state planning, including preparation of plans required by §37.2-315 of the Code of Virginia and by the Department of Planning and Budget pursuant to §2.2-2684 of the Code of Virginia.
- Creating Opportunities Implementation Report: Accomplishments and Planned Implementation Activities,
April 2, 2012 – This report provides updates on the progress made on our 12 strategic
Creating Opportunities initiatives.
- Creating Opportunities: A Plan for Advancing Community-Focused Services in Virginia, June 2010 – This plan identifies strategic initiatives for the Commonwealth’s behavioral health and developmental services system.

Comprehensive State Plan 2012-2018,
December 2011 – This plan describes the services and supports needs of individuals with mental health or substance use disorders or intellectual disability across Virginia and identifies objectives, strategies, and resource requirements to implement the Creating Opportunities and other agency strategic initiatives.
- Agency Strategic Plan and
the Service Area Plans fulfill the Virginia Department of Planning and Budget (DPB) requirement that all state agencies develop strategic and service area plans for the 2012-2014 biennium. These plans are aligned to state facility services, community services, and central office functions and incorporate Creating Opportunities strategic initiatives and other Department activities in a format prescribed by DPB. - Envision the Possibilities: An Integrated Strategic Plan for Virginia’s Mental Health, Mental Retardation, and Substance Abuse Services System, January 2006 – This plan outlines a framework for and critical success factors for strategic action to implement self-determination, empowerment, recovery, resilience, and person-centered core values at all levels of the public-funded services system.
