Governor McDonnell Announces New Appointments to State BHDS Board
Richmond, VA –
Governor Bob McDonnell today announced appointments to the State Behavioral
Health and Developmental Services Board:
- Sandra Hermann of Virginia Beach, Community Resource Coordinator for Care Connection for Children's Hospital of The King's Daughters
- Thomas J. Kirkup of Richmond
- Paula Mitchell of Roanoke, Vice President of Behavioral Health Services at LewisGale Regional Health System
- Anthony W. Soltys of Hampton, Retired Colonel in the United States Army

The State BHDS Board is a policy-making body comprised of nine citizens from across the Commonwealth. The board has the statutory authority for the establishment of policy for the Department of Behavioral Health and Developmental Services, for the state-run mental health hospitals and intellectual disability training centers, and for Virginia’s 40 community services boards. Members are appointed by the Governor and confirmed by the General Assembly. For more information on the State BHDS Board, please visit:

Available to citizens statewide, Virginia’s public mental health, intellectual disability and substance abuse services system is comprised of 40 community services boards (CSBs) and 16 state facilities. DBHDS seeks to promote dignity, choice, recovery, and the highest possible level of participation in work, relationships, and all aspects of community life for individuals with a mental illness, intellectual disability or a substance-use disorder.
