CSB and State Facility Accountability Measures Overview

These systemic measures for the public behavioral health (mental health and substance abuse) and developmental (intellectual disability) services system are already collected and reported to the Governor. Data used for these measures are derived from Avatar©, the state hospital and training center (state facility) information system, and CCS, the CSB reporting software. Data is reported annually for the preceding fiscal year. Data since FY 2005 will be included in the Web site to show trends.

The purpose is to provide information to individuals receiving services, family members, CSB executives and state facilities, advocates, legislators, and the public about the behavioral health and developmental services system.

Stakeholders have reviewed and provided input into the development of these measures. Stakeholders include: individuals receiving services, family members, advocacy groups, the Virginia Association of Community Services Boards (VACSB) Executive Directors Forum, the VACSB Data Management Committee, and state facility directors. 

A variety of measures will be placed on this Web site over the next two years.  Later this year or next year, regional outcome measures and individual CSB and state facility outcome measures will be added.

Data used to produce the performance and outcome measures are derived from Avatar (Copyright © 2004, Creative Socio-medics Corp., a division of Netsmart Technologies, all rights reserved) (the state facility information system) and the Community Consumer Submission (CCS - the department’s data base extracted from individual CSB information systems).

Reports on measures for state facilities or CSBs are listed on the left menu under the appropriate headings. Statewide data reports are listed under the "SYSTEM" heading on the left menu. Data are reported for a period of time, generally a state fiscal year or a quarter. A state fiscal year begins on July 1 and ends on June 30 of the following year. The fiscal year reflects the year in which June 30 falls. For example, fiscal year 2009 spans these dates: July 1, 2008 through June 30, 2009.

Performance or outcome measure data are presented in charts, graphs and tables.  Some reports will allow you to “drill down“ to more detailed information about individual CSBs or state facilities.

Background

Virginia’s publicly funded system of behavioral health (mental health and substance abuse) and developmental (intellectual disability) services consists of 39 community services boards (CSBs) and one behavioral health authority and 16 state-operated facilities. CSBs and state facilities provide services to adults with serious mental illnesses, children who have or are at risk of serious emotional disturbance, children and adults with intellectual disability, and adolescents and adults with substance use disorders.

In the movement towards a single, integrated system of care, increased emphasis has been placed on the expansion of community services and the more effective and efficient use of state facilities. This emphasis has defined the role of state facilities as one of several resources in an overall continuum of care.  Individuals who may need state facility services are initially evaluated by staff from CSBs.  CSBs provide various combinations of 10 core services: emergency, limited (motivational treatment, consumer monitoring, assessment and evaluation, and early intervention), consumer-run, local inpatient, outpatient, case management, day support, employment, residential, and prevention services. These services are defined in the current Core Services Taxonomy.

State facilities provide highly structured, intensive services for individuals with mental health or substance use disorders or intellectual disabilities who need this level of care. Virginia’s 16 state facilities include: seven state hospitals that provide behavioral health services, five training centers for individuals with intellectual disabilities, a psychiatric facility for children and adolescents, a medical center, a psychiatric hospital for older adults, and a center for behavioral rehabilitation of sexually violent predators.

The DBHDS operates the state hospitals and state training centers (state facilities).  State hospitals provide behavioral health (mental health and substance abuse) and developmental (intellectual disability) services.  The publicly funded behavioral health system includes community services boards (CSBs).
