DBHDS State Board

The State Board of Behavioral Health and Developmental Services is a policy making body comprised of nine citizens from across the Commonwealth. At least one third of the members must be consumers or family members of consumers, with at least one being a direct consumer of services. The Board has the statutory authority for the establishment of policy for the Department, State Facilities and CSBs. Members are appointed by the Governor and confirmed by the General Assembly.

Meetings

The Board is required to meet at least quarterly. Please note that future meetings will be held in and around the Metro Richmond area or in an area that would not require staff to travel overnight. A period for public comment is included on every agenda. Please note that each meeting’s Board Packet will now be posted just before each meeting date. The Board Packet will remain on the Web site until the next meeting.

NOTICE April 23, 2012:
REQUEST FOR COMMENT on State Board Policies by June 1, 2012

I. Field Review of Four Amended Drafts
At its meeting on April 10, 2012, the Policy Development and Evaluation Committee of the State Board of Behavioral Health and Developmental Services provided edits to initial revised drafts of the attached policies. The committee is sending the revised drafts out for a second field review (attached in Word documents). To assist the Board with this review, I am requesting that you consider these revised drafts and forward your comments about the continued need for these policies or any suggestions for updates, revisions or rescission.

Board Regulations

Powers & Duties

According to the Code of Virginia, the State Board is a ‘policy’ board as defined in § 2.2-2100. As outlined in § 37.1-100, the Board shall have the following powers and duties:

  1. To develop and establish programmatic and fiscal policies governing the operation of state hospitals and community services boards (CSBs).
  2. To ensure the development of long-range programs and plans for behavioral health and developmental services provide by the Commonwealth and by CSBs.
  3. To review and comment on all budgets and requests for appropriations for the Department prior to their submission to the Governor and on all applications for federal funds.
  4. To monitor the activities of the Department and its effectiveness in implementing the policies of the Board.
  5. To advise the Governor, Commissioner and the General Assembly on matters relating to Behavioral health, mental retardation and substance abuse.
  6. To make, adopt and promulgate such rules and regulations as may be necessary to carry out the provisions of this title and other laws of the Commonwealth administered by the Commissioner or the Department.
  7. To ensure the development of programs to educate citizens and elicit public support for the activities of the Department and the CSBs.
  8. To ensure that the Department assumes the responsibility for providing the education and training to school-age residents in its institutions pursuant to Virginia statute.
  9. To ensure that the Department assumes the responsibility for providing for education and training of school-age consumers in state facilities, pursuant to § 37.2-312; and
  10. To change the names of state facilities.

Board Members Biographies

DOERING, GrettaPicture Gretta Doering
Winchester, Virginia
Term Expires: June 30, 2013 (1st Term)

A graduate of Florida State University, with a bachelor’s degree in special education, Gretta has taught in a variety of settings. She developed and implemented programs for developmentally disabled adult residents in a state institution in Florida. In addition, she also taught special education classes in the public school systems in Virginia and Ontario, Canada. Over the years, Gretta has served as a member of the board for Winchester’s Youth Development Center. She currently sits on the ADAPT board, an adult day program providing opportunities for disabled adults to lead active lives. She has just completed a six-year term on the Local Human Right Committee, presiding as chairperson for four years.

Gretta and her husband, Mark, have three grown sons and reside in Winchester. Her youngest son, Bradley, was born with Spastic Quadriplegic Cerebral Palsy. She spends a great deal of her time advocating for him and tending to his daily needs.

GODDARD, AndrewPicture - Andrew Goddard
Richmond, Virginia
Term Expires: June 30, 2012 (1st Term)

After a 20 year career in international humanitarian relief and development, working and living in a number of developing countries, Andrew moved to Virginia in January 2007 when his wife was appointed President of Christian Children’s Fund, headquartered in Richmond. His interest in mental health issues, as well as gun safety, came about as a result of his son’s injuries sustained in the Virginia Tech tragedy of 4/16/2007. Andrew is the President of the Richmond Chapter of the Million Mom March against gun violence and a board member of the Virginia Center for Public Safety.

Born in England, Andrew received a degree in Mechanical Engineering and worked for 8 years in North Carolina and Georgia as a Design Engineer and Project Manager.

GREEN, Cheryl IveyPicture - Cheryl Green (Vice Chair)
Richmond, Virginia
Term Expires: June 30, 2013 (2nd Term)

After 20 years in banking and technology, Cheryl Ivey Green made a career move that forever altered her life. Several years ago, Reverend Green accepted the calling to become the Minister of Discipleship at the First Baptist Church of South Richmond. Now she oversees the educational arm of this 2,500-member ministry, and directs the congregation’s spiritual growth and development.

Reverend Green is a Newport News native and a graduate of Virginia Commonwealth University. She obtained a Master of Divinity from the Samuel Dewitt Proctor School of Theology at Virginia Union University. Working in some of Richmond’s toughest neighborhoods, she has a passion for the recovery ministry. Substance abusers and their families come to count on the nurture and care from Reverend Green as they work to put their lives back in order. In addition to her church ministry, she also works as Assistant to Mayor Dwight Jones of Richmond, after serving as his Legislative Aide for 11 years in the House of Delegates.

JARVIS, Ruth G.Picture Ruth Jarvis (Chair)
Norfolk, Virginia
Term Expires: June 30, 2012 (2nd Term)

When Ruth Jarvis retired from Norfolk State University after 34 years of service, she had no idea her life would become busier than ever. The former Dean for Student Development was recently named Community Services Worker of the Year for her many efforts, including tutoring at Lindenwood Elementary School in Norfolk, and mentoring teenage girls through the program Top Ladies of Distinction. She also continues to work with the NSU Retirees group, assisting with registration and sponsoring programs for students.

Ruth’s interest in mental health and developmental issues began when she started seeking information about services for her autistic son, Rodney. She volunteered for the Norfolk Community Services Board, first as a member of the Health Services Committee, later as a board member, including two years as chair. Ruth and her husband Rueben (also a Norfolk State retiree) have 4 children. In their limited spare time, they enjoy camping in their motor home and visiting their six grandchildren.

KARNES, Daniel E.Picture - Daniel Karnes
Roanoke, Virginia
Term Expires: June 30, 2012 (2nd Term)

Forty years after his first tour of duty in Vietnam, Dan Karnes of Roanoke recently returned to Southeast Asia. He found a much different country….free of hostility, and not at all what he expected. It’s experiences like this that help Dan serve other vets at the Roanoke Vet Center. He works as a Licensed Clinical Social Worker, assisting former servicemen deal with everything from getting benefits to post-traumatic stress disorder.

Dan first went to work for the VA Hospital in Salem in 1979. Since that time, he’s been active in the community, serving on the board at Blue Ridge Behavioral Health and also the Virginia Veterans Care Center, including a term as chairman. He is a mediation volunteer, and a site visitor for the Council on Social Work Education. He recently retired as a Lt. Colonel after 33 years in the Army and Army Reserve. Dan and his wife Nancy travel extensively, and plan to do even more so after her upcoming retirement.

LITTLE, Jennifer M.Picture - Little, Jennifer M.
Cobbs Creek, Virginia
Term Expires: June 30, 2012 (1st Term)

Ms. Little is the marketing director for Courthouse Construction Company, Inc., a Middle Peninsula based General Contracting and Design Build firm. In 2007, she was elected to the Mathews County School Board, and elected as Chairman in 2009. Little represents Mathews County on the Middle Peninsula Regional Special Education Board and serves on the First Congressional District Education Advisory Council.

Little is an active member of her community including the Mathews Rotary Club and the Mathews High School PTA.

Professionally, Little is a member of the Peninsula Chamber of Commerce, Gloucester Chamber of Commerce, the Hampton Road Association of Commercial Real Estate (HRACRE) and serves on the steering committee for the Peninsula Water For People campaign. Little was recognized in 2006 for her professional and civic successes with the Inside Business Women in Business Achievement Award.

Little, her husband Tripp, and daughter Nicole, live on the Middle Peninsula in Mathews County. Raised in Gloucester, Little has spent most of her life on Virginia’s beautiful Middle Peninsula.

NEIGHBOUR, BonniePicture - Bonnie Neighbour
Mental Health Advocate
Richmond, Virginia
Term Expires: June 30, 2015 (1st Term)

As the Advocacy Coordinator for the Virginia Organization of Consumers Asserting Leadership (VOCAL, the Virginia state-wide mental health consumers' network), Bonnie Neighbour designs and teaches programs around the state as a Certified Peer Specialist; an Advanced Level WRAP (Wellness Recovery Action Plan) facilitator; and an Empowerment and Leadership facilitator for Virginia citizens, including veterans with mental health concerns. She is on the Board of Friends 4 Recovery, a local, peer-run Whole Health Center, and has been involved in the leadership of several peer-run groups with connections to DBSA (Depression and Bipolar Support Alliance); WRAP; The Icarus Project; McGuire Veterans Hospital; and Central Peer Connect, a regional peer connection/action group in central Virginia.

She was introduced to the concept of mental health recovery in 2005, and Bonnie now generously shares her challenges and success to assist others in their own recovery journeys. She has a passion for educating others that recovery is possible and helping to empower them to find their own recovery through hope and personal responsibility.

Bonnie holds a Bachelors Degree in Music Education from Iowa State University in addition to graduate work at Union Theological Seminary & Presbyterian School of Christian Education in Richmond. She taught music in Nebraska and has over fifteen years experience as a youth minister in Georgia and Virginia.

PANDURANGI, Anand K., MDPicture - PANDURANGI, Anand K., MD
Professor of Psychiatry, Virginia Commonwealth University
Richmond, Virginia
Term Expires: June 30, 2011 (1st Term)

Dr. Pandurangi has been a faculty member of VCU for 23 years and is a tenured Professor of Psychiatry, and adjunct Professor of Radiology. He is dedicated to understanding brain-behavior relations in schizophrenia and mood disorders and in translating research to clinical care. He currently directs the 50-bed inpatient psychiatry service at VCUHS with 7 subspecialty programs, facilitates public-academic collaborations in mental health, maintains inpatient and outpatient specialty practice and teaches at all levels of medical education.

Dr. Pandurangi received the MBBS degree from JIPMER, Pondicherry, University of Madras, India, in 1975 and the MD degree in Psychiatry from Bangalore University, India in 1979. He completed two residencies in Psychiatry – first at the National Institute of Mental Health & Neurosciences, Bangalore, India, and second at Upstate Medical Center, State University of New York, Syracuse, New York.

Dr. P as he is popularly called is a recipient of the National Merit Scholarship in India, the Young Investigator Award in Schizophrenia Research (USA), and the Distinguished Academician Award from Indo-American Psychiatrists Association. In recognition of his contributions to the clinical care, teaching and scholarly activities in schizophrenia, the Virginia and National Alliance for the Mentally Ill have bestowed awards on him in 1988 and 1992, respectively. He has been listed multiple times in the "Best Doctors in USA" from the Southeast region. The award he cherishes most was given in 2006 by the graduate trainees in psychiatry who honored him with “ The Hippocampal Award” – Given to “the faculty member whose words or actions we will take with us to the Grave”. He is married to Rama and they have two sons Abhinav and Ashvin.
