- Budget and Financial Reporting Analyst

Job Description: The Department of Behavioral Health and Developmental Servicesí Office of Budget Execution and Financial Reporting is seeking a highly skilled, motivated, self-started professional to manage budgetary, accounting and financial reporting requirements of DBHDS facilities. Responsible for the interpretation of Department of Accounts (DOA) regulations. Manage cash flows at DBHDS facilities and assists in both GAAP basis and non-GAAP basis financial reporting including year-end closing procedures related to the DBHDS portion of the Comprehensive Annual Financial Report (CAFR) of the Commonwealth of Virginia. Qualifications: Extensive knowledge and work experience in government financial management with particular emphasis on accounting, budgeting and financial reporting. Extensive knowledge and skills in automated financial management systems are necessary. Working knowledge of Generally Accepted Accounting Principles (GAAP) particularly those of the Governmental Accounting Standards Board (GASB) is required. Advanced working knowledge of: public administration and automated financial management systems, computer technology; financial management, and financial policy analysis. Ability to: anticipate problems and issues; conduct policy, issue, and systems analyses and develop creative recommendations; interpret fiscal and programmatic data; prioritize projects with critical deadlines; adapt to a work environment with rapidly changing priorities; initiate research and analysis without prompting from superiors; be accurate and thorough in all work products; and be inquisitive about data, information, conclusions, and recommendations presented by agencies and others. Ability to: work effectively with all levels of management and outside officials; communicate effectively, orally and in writing; negotiate and resolve conflicts and build consensus when necessary; Should be able to work independently and be able to articulate highly complex financial issues to different audiences. Advanced degree in accounting, finance, public administration, or related field; or comparable training and experience. CPA designation preferred.
