Job Description: DESCRIPTION: The incumbent is responsible for supervision of Intellectual Disability Services including case management, day support and residential program managers, development of ID community services; knowledge of DBHDS AND DMAS regulations; development of program policy and procedures ensuring individuals receive high quality services which maximize community integration opportunities. Incumbent is part of agencyís senior management team. This position is designated as a Level Two with regard to the HIPAA Privacy Rule. This position is non-exempt for FSLA. OSHA regulations apply to this position. KNOWLEDGE OF: 1. Mental illness and intellectual disability theory and practice. 2. Community and consumer need assessments and development of services based on such assessments. 3. Federal, State and local regulations including licensure, human rights, etc. which are applicable to mental health and intellectual disability services. 4. Information systems, record keeping formats including electronic medical records and documentation, data collection techniques, statistical compilation, quality assurance standards, budgeting formats and techniques, contract procedures, program planning and organizational management. 5. Fee reimbursement systems to include third party payors and systems development, Home and Community Based Waiver, State Plan Option and other Medicaid funding guidelines including quality assurance and utilization review. 6. Personnel management including staffing patterns, recruitment and hiring, supervision techniques and evaluation of employees. 7. Community resources especially those found in a rural area and utilization of such resources in program development and operations. 8. Applicable mental disability law as related to service delivery. 9. Case management, day support, and residential services. 10. Behavioral intervention including development of behavioral support plans. 11. The Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the Department of Health and Human Services (DHHS) security and privacy regulations as they relate to the protection of confidential medial information and personal health information as required by law, professional ethics and accreditation requirements. SKILLS IN: 1. Effective oral and written communication 2 Effective interpersonal relations in dealing with consumers, residents, family members, outside agency staff, CSB staff, Board members, State personnel and with the community at-large. 3. Organizational management, establishing priorities, and record keeping. 4. Creative problem solving. 5. Service development. OTHER: 1. The incumbent must possess the knowledge and skills to fulfill the job requirements. 2. A Masterís degree in a human services field is required or an equivalent combination of education, work experience and knowledge. 3. A minimum of five years experience working in the mental health/intellectual disability field in a combination of administrative/management, staff supervision and evaluation experience as well as direct service experience including crisis intervention is preferred. 3. Experience in dealing with the public is required. 4. Valid driverís license with an acceptable driving record as independent travel throughout the catchment area within Agency guidelines will be required.
