Eastern Shore - EXECUTIVE DIRECTOR
Job Description: Eastern Shore Community Services Board (ESCSB), which provides mental health, developmental, and substance abuse services, is seeking a dynamic, highly-qualified professional to serve as its Executive Director. The Executive Director serves as the Chief Executive Officer of the ESCSB and reports to the ESCSB Board of Directors. ESCSB serves the counties of Accomack and Northampton on Virginia’s Eastern Shore, has an annual operating budget of $9.8 million dollars, and employs 159 staff. The Executive Director is directly accountable to the Board for the overall operation of ESCSB. This includes: strategic and operational planning; fiscal management; program planning and evaluation; human resources and workforce development; legal compliance and quality assurance; and developing and executing comprehensive behavioral health and developmental services. QUALIFICATIONS: The preferred candidate will have demonstrated knowledge in the areas of public and financial management, administrative practices, program evaluation and human resources. The requirements for education and experience include graduation from an accredited college or university with a degree in human services or business, public, hospital administration or another management-related field with substantial experience in MH,ID, and/or substance use disorders and including considerable administrative and supervisory experience. The preferred candidate should have an advanced degree in Behavioral Health, Human Services, or Public/Business Administration. Comparable work experience may substitute for the advanced degree. Considerable leadership experience in public or private organizations with functions and responsibilities similar to ESCSB is necessary. An equivalent combination of education and experience will be considered. The candidate must have experience working with a governing board that has policy, operational, and fiduciary authority and responsibility. The candidate must have considerable knowledge of the principles of business administration, government program administration, or human services administration. Considerable knowledge of financial management, including budgeting, resource allocation, contract administration, and monitoring and auditing is essential. The candidate must have considerable knowledge of human resources management and administration of federal and state laws and regulations, and must have experience working with a broad range of constituents, including individuals receiving services, family members, and advocacy groups. Knowledge of mental health, developmental, and substance abuse services is required.
