Norfolk - Executive Director
Job Description: The Norfolk (VA) Community Services Board announces its intention to recruit an EXECUTIVE DIRECTOR (ED). The Norfolk Community Services Board (NCSB) seeks applicants for the ED position who are committed to serving Norfolk residents with mental health, mental retardation/intellectual disabilities, and substance addiction problems so that they might be served and cared for in the community where they live, surrounded by their family and friends. Under the leadership of the retiring ED, the NCSB has provided responsive and innovative services to meet the needs of the people it serves through its highly acclaimed programs such as its Infant Development Program, Opioid Treatment Program, and its Supported Living Programs. The annual budget of the NCSB is approximately $25 million. The NCSB provides treatment and rehabilitation services to over 6,000 Norfolk residents annually. Through its fine staff, the NCSB assures that these residents will have an opportunity for full participation in decisions about what services are appropriate for their individual needs and circumstances. The NCSB is dedicated to providing its services in the least restrictive environment possible, usually at one of its four treatment sites, and sometimes in the residents’ homes. The Board enjoys collaborative relationships with universities such as Old Dominion University and Norfolk State University and local community agencies. A primary responsibility of the ED is strategic planning for a comprehensive system of community-based services for persons with mental illness, mental retardation/intellectual disabilities, and substance abuse disorders. The ED is also responsible for budget development and oversight of financial affairs, human resources, physical facilities, and development of performance goals as well as assuring that the NCSB complies with city, state, and federal funding and regulatory requirements. The ED is also expected to represent the Agency’s interests among elected officials and to provide leadership on all issues affecting individuals served by the NCSB. Provides initial development and overall management and clinical supervision to the multidisciplinary team of an Assertive Community Treatment Team (ACT Team) which serves consumers who are chronically homeless and seriously mentally ill or adults with co-occurring mental health and substance abuse disorders. Services are provided within the local community. ACT services are available 24 hours, seven days a week and aimed at stabilizing behavior and symptoms which will maximize stabilization in the community, minimize hospitalization and/or incarceration, and improve the quality of life for persons served. Services include outreach, intensive case management, psychiatric services, substance abuse treatment, crisis intervention, vocational services and counseling. Services are provided consistent with the Housing First model. Qualifications: A successful candidate for the ED position will have a terminal academic degree in a human services or management field. This candidate will have education/experience that includes significant and progressive job-related experiences including management of financial, physical and human resources in a behavioral healthcare environment. This candidate will also have a career history that involves strategic planning, organizational development, consumer advocacy and public relations. The preferred candidate will have experiences in working with governing bodies such as Boards of Directors and elected officials.
