Procurement using eVA

The DBHDS central office, 15 DBHDS facilities and 40 CSBs may procure commodities and services. Procurement actions by the DBHDS are executed in accordance with the Code of Virginia, Commonwealth of Virginia Agency Procurement and Surplus Property Manual, Vendors Manual and Departmental Instructions.

Interested parties are encouraged to register at www.eVA.Virginia.gov.
DBHDS’ procurement office is located at 1220 Bank Street in Richmond, Virginia 23218.

SWaM Certification and Vendor Diversity

The DBHDS supports working with small businesses and diverse vendors in our procurement opportunities. We encourage all businesses that qualify to obtain certification as a SWaM (Small, Women-owned, and Minority-owned) vendor, in addition to other certification types.

There are no fees associated with SWaM certification, and it provides many advantages, including, but not limited to, access to the Commonwealth’s SWaM Set-Aside Program and lower eVA fees.

We highly value vendors and appreciate the outstanding service they provide to the DBHDS. Our goal is to treat our vendors fairly and with respect.

DBHDS does not solicit or accept any donation, gift, grant, or contract without the written approval of the Governor. Exceptions must have written guidelines issued by the Governor which provide for the solicitation and acceptance of non-general funds.
